Sergeant Major Associates (SMA) provides a broad range of governmental consulting services, at both state and federal levels, to our clients. These services can be tailored to address the client's specific needs relative to participating in governmental legislative, regulatory or administrative processes. SMA strongly advocates the value of acquiring and maintaining a visible presence and involvement in the public policy decision-making process. In order to achieve the best results, SMA offers its clients the following services:

SMA will articulate the client's position before legislative and administrative bodies. Through SMA's unique access to virtually all members of the legislature and top administrators in California's state government, our clients are confident that their point of view will be considered before action is taken.

SMA will assist its clients in developing a proactive political and legislative agenda to help achieve its long-term goals. This is an important element of a client's overall business strategy. SMA will then assist our client by actively participating in the implementation of its political and or legislative strategy.

SMA will assist the client in identifying relevant public policy issues and then monitor those issues for legislative action. This service includes a monthly status report on legislation impacting identified public policy subject areas. SMA will also provide the client with more frequent status reports on all "priority" legislative measures identified by the client.

SMA will assist the client in identifying appropriate statutory programs to monitor for regulatory actions, including proposed or approved regulations and regulatory hearings. This service includes a monthly status report on regulatory activity impacting identified problem areas.

SMA staff will work with the client to prepare drafts of testimony, issue papers, background materials, regulatory comments and letters pertaining to legislative issues impacting the client.

SMA staff will attend conferences, seminars and workshops on behalf of the client and prepare a report on the proceedings. SMA staff will participate at these events at the client's request relative to issues covered by the contract.
