Below is a partial listing of some of SMA's more notable legislative successes:

TAX RELIEF

SMA was the architect of a federal AMT (Alternative Minimum Tax) excemption for companies utilizing the Work Opportunity Tax Credit (WOTC) to implement welfare reform that was signed into law by President Bush in 2007.

SMA helped facilitate the enactment of a manufacturers' tax credit to spur economic investment and business expansion in California, and then SMA help protect the tax credit from being repealed.

SMA succeeded in having legislation enacted to permanently exempt the purchase of gold bullion and numismatic coins from the California state sales tax.

TORT REFORM

SMA helped defeat numerous legislative efforts to restrict the use of protective orders that help to protect California businesses from unnecessary, frivolous lawsuits.

ENVIRONMENTAL REGULATIONS AND PERMITS

SMA helped the City of Santa Maria to successfully navigate the bureaucratic process to acquire the necessary permits to expand its solid waste landfill site.

SMA was successful in having legislation enacted to adjust air quality standards to allow the use of ethanol as an alternative fuel oxygenate in spite of significant opposition from the oil industry which wanted MTBE to be the only acceptable oxygenate.

SMA was successful in protecting the California glass container manufacturing and recycled glass production industries by defeating legislation that would have provided unregulated out-of-state glass producers economic advantages. SMA further achieved numerous legislative changes to the beverage container recycling program to enhance the viability of glass manufacturing in California.

SMA participated in the negotiations with California's legislative and regulatory representatives to protect the viability of California's electric vehicle production from unworkable, over zealous Zero Emission Vehicle (ZEV) mandates.

STATE GRANTS AND CONTRACTS

SMA was successful in obtaining critical California state disaster loans and grants for the construction of a new Watsonville Community Hospital that was damaged by the devastating Loma Prieta Earthquake.

SMA was successful in obtaining the necessary California state legislative and administrative support to forgive Santa Cruz County disputed court fees owed to the state, and thereby, ensured the continuation of vital county services.

SMA was successful in gaining California state legislative and administrative support for the funding and acquisition of safer, more durable, and better-equipped BMW motorcycles for the California Highway Patrol.

SMA was successful in gaining California state legislative and administrative support for the acquisition of modern, better equipped, more versatile and high performance American Eurocopter rotary aircraft to replace the aging, outdated helicopter fleet of the California Highway Patrol. SMA was also successful in achieving a 50% expansion of this fleet to meet the challenges of post 9-11 security.
